IVCA LEGISLATION AWAITS FLOOR ACTION IN THE HOUSE
HB 1396 is poised to be heard on the House floor when the Illinois House of Representatives returns to the Capitol next week. The bill seeks to prevent certain Illinois investors from being double taxed on income paid to other states. Of note, House Speaker Chris Welch has added his name as a cosponsor.

The Senate version SB 145 was heard in the Senate Revenue Committee in “subject matter” format, which means the issues were discussed but no votes taken. The Senate approach will be to combine various bills into an omnibus package at the end of the year, which is a time-honored approach. The Senate bill is sponsored by Senate President Pro Tem Bill Cunningham who is a very effective sponsor.
The month of April includes various weeks of Spring Break and weeks where on chamber is in session while the other is not, and a week where both are out. The House and Senate are moving important bills which are smaller in scope during these weeks.
The heart of the legislative session on the big-ticket items including the annual budget will gain traction the last week of April and the month of May in advance of the May 31 adjournment.
